All of the following resolutions were unanimously approved:

3.Approval of Minutes - May 3rd, 2004

4.Resolution #123: Approval of Refunds.

5.Resolution #124: Authorization of Transfer Overpayment of Taxes (Routine).

6.Resolution #125: Approval of Raffle Application.

7.Resolution #126: Authorization of Library Grant Agreement. ($61,000 - not city funds). The city must authorize the receipt of a grant.  

8.Resolution #127: Authorization to Award Emergency Contract and Place Miscellaneous Tax Lien.  (This pertains to 222 Clinton Avenue - the home that was destroyed by fire.  The city paid $42,000 to have the home destroyed due to the danger it posed to the surrounding properties.  The city paid the demolition contractor and will seek to recoup this money from the homeowner or its insurance company.  

9.Resolution #128: Authorization to Execute Grant Documents - Hazardous Discharge Site Remediation.  (This pertains to the former Odessey Auto Body Works on Railroad  Avenue near Target.  The city will consult with a remediation company to determine the nature and extent of contamination on the site before it decides to condemn the property.  This is part of the Brownfields program.

10.Resolution #129: Professional Service - Ferraioli, Wielkotz, Cerullo & Cuva, PA. (Routine - Accounting firm for city).

11.Resolution #130: Authorization of Refunds from Escrow Deposit Account. (Routine).

12.Resolution #131: Payment of Bills.  (Routine).

13.Resolution #132:  Emergency appropriation for collapsed sewer line at 420 Washington. ($3,778).  

14.Resolution #133:  Temporary appropriations (Routine).

15.Resolution #134: Authorization of Family Leave Act for an individual city employee until  July 7, 2004.

Public Comment Portion:

Mr. Eric Martindale alerted the council to an article that appeared in "Parade" concerning the "homeless".  Click here to read the quote. (scoll to last message)

Mr. Philip Roberts again questioned the council on the S. Goldberg Property (proposed County DPW/Police HQ site) and asked who would pay for enhancements to the surrounding sewer system if changes were necessary on River Street as a result of the proposed new construction.  Generally, the council thought the question was premature but one councilman opined that the burden would most likely rest with the County.  

Another resident questioned what the city was currently doing with respect to installing wheelchair accessible curb-ramps throughout the city.  The city manager advised that no ramps were currently being installed.  Click here for more information.  The same resident also requested that the city do more to force homeowners to repair uneven and cracked sidewalks throughout the city.    

I addressed the council seeking clarification of certain resolutions, above.
