$4.5M Parking Deck in Hackensack near Route 4?

An article in the 7/16 edition of The Record indicates that NJ Transit plans to build a $4.5M parking deck "near Route 4".  Is this the lot across from Feathers?  Isn't that River Edge?  If not, where will this deck be built?

My understanding is that the new NJ Transit parking lot will be located between the railroad and Hackensack Avenue, on what is now vacant landfilled land. Not sure if it will be a parking lot or parking structure, I think there was some issue on funding.

Don't worry, your view from Feathers won't be obstructed by a parking structure (just kidding).
