Sucking flower juice in public

I caught these two guys doing that a few yards south of Cedar Lane in Teaneck right by the river. Check out the eyeballs on the second perp.

Anybody know what the dangerous-looking substance with the white flowers on the ground is (third picture)?

The third picture is some kind of seed pop, opened.  My first instinct was milkweed, but I think it's too early in the season.
