These arguments, this dispute, ask Salkin and Albolino to resolve themt.  One either wrote or approved the original contract.  The other one approved the contract and did not question why it was not in the budget for 10 years.  Again, the people who can answer are sitting right in the midst of this.  Albolino, back up all of those yes, yes, yes votes by admitting that you did not read the budget or the contract.

Indicator 21 - General Fund Excess Surplus

*This indicator shows the district's excess surplus as defined in N.J.S.A. 18A:7F-7: the undesignated general fund balance in excess of 2% for regular districts and 6% for county vocational districts. Excess surplus at June 30, 2011 is required to be budgeted in 2012-13. Excess surplus at June 30, 2012 is required to be budgeted in 2013-2014.

Where will this "actual excess" go?

If the Board has just a little bit of a moral conscious, they will pay the City for the School Resource Officer.  They have  the $1,000,000 dollars there.

HACKENSACK — Days after reaching an agreement with city officials, the Board of Education announced, Nov. 6, that it is backing away from the agreement because the city went back on promises. The city fired back saying that the agreement was not altered.

HACKENSACK — The Board of Education has approved a plan to pay for full salary and benefits for a school resource officer from the Police Department, days after the City Council dropped its demand for back pay for that position.
