Hackensack council demands city clerk step down

HACKENSACK – The City Council has demanded that the City Clerk step down and has vowed to take steps to remove her if she does not.

The council voted unanimously Monday night to file a written complaint with the state seeking Debra Heck’s removal, saying she failed to perform her job duties, if she does not resign immediately. Heck said she will not give up her position.

“I am not resigning,” said Heck, the city clerk since 2002. “I didn’t do anything wrong.”

Hackensack clerk resigns citing 'intolerable' atmosphere

HACKENSACK - City Clerk Debra Heck resigned Friday morning, less than two weeks after the City Council passed a resolution demanding that she step down.

Heck's lawyer, Richard Salkin, sent a letter to the mayor and council on her behalf saying she was stepping down, effective immediately, "due to the intolerable working atmosphere created for her by the administration." Salkin also suggested that Heck may file a federal civil rights lawsuit against the city.

Former Hackensack clerk alleges civil rights violations, may sue

HACKENSACK – The former city clerk filed legal notice with the city that she may sue for alleged civil rights violations, one week after she complied with the council’s demand for her resignation.

Debra Heck sent the notice of tort claim to the city alleging that City Council members and two administrators caused her distress when they retaliated against her due to her “perceived political views” and personal affiliations and relationships.

Hackensack hires new city clerk

HACKENSACK — A new city clerk has been hired to fill a job left vacant one month ago, when former clerk Debra Heck resigned at the council's request.

Deborah Karlsson started work in the city Monday and will be paid an annual salary of $80,000. Karlsson previously worked for the city for seven years as a secretary to a police investigative unit and later as a deputy city clerk. She left in 2009 and served as borough clerk in Hillsdale.

Ousted Hackensack clerk readies emails for legal fight

HACKENSACK — The ousted city clerk's romantic ties to a political foe of the administration were fodder for emails by a city councilwoman, who called the clerk a political operative who couldn't be trusted and compared her to a "coiled snake."

Clerk Debra Heck, who agreed last month to the council's demand for her resignation, said the emails were proof that she was targeted for political purposes in a new administration because she is the fiancée of school board lawyer Richard Salkin. She said she intends to sue the city for civil rights violations, even though council members have maintained that their decision was based on Heck's job performance.
