Cool-looking old storm drain

I saw this interesting-looking storm drain on Moore St, just north of the bus terminal. I had never seen one like it before, but someone told me that she thinks there are a bunch of them in town - obviously all close to the river.

Be that as it may, does anyone have any idea how old it might be?

It doesn't appear that its message is getting through, however. It was far from garbage-free.

Interesting mix: the two items closest to the curb are an Arizona watermelon fruit cocktail can and a small vodka bottle. I guess that mixologist can be excused for not being able to read the message clearly.

Those are relatively new. As your photo shows, this type of catch basin actually works. Newer basins like these have vertical bars or spacers which block bottles, cans, styrofoam packaging and other large debris from getting into the storm water outfall system.
Older catch basins allowed the water to drain through the holes on the bottom but all the debris went through the vertical opening.
Of course, cities now have the responsibility/ burden of picking up the litter that used to miraculously  disappear after every rain storm.

These are newer storm drains that were advocated by environmental groups.  Back in the day, as they say, nobody cared about fish habitat being polluted.
