There appears to be a disconnect.....Once Green Acres funds are used ONCE in a municipality, all parks are open to all residents of New Jersey. That's the law. And ironically, Green Acres money was first used in Hackensack to expand Carver Park in the early 1980's. So as a result of that deal, Carver Park and all parks are open to the general public in the City of Hackensack. In addition, all city-owned parkland is preserved in perpetuity, and can never be sold off.
