Why do we get Nixle notices from the Hackensack Office of Emergency Management when we've had pouring rain for days on end saying that "...Carver Park Splash Pad and Polifly Park Splash Pad are closed due to the inclement weather"?

Who is disappointed by this news? How many people did they expect to show up on rain-soaked days? What's the emergency?
