Maybe taken from the Court Street Bridge, and looking at what used to be the mouth of the creek (current site of Pep Boys).  Creek ran up to Main Street along courthouse.

I think if it was "taken" from the Court St Bridge, there would have to be a gap at least as wide as Court St between the Church on the Green steeple and the courthouse dome.

One would have to have a bit more northerly vantage point a block or two away for the steeple to be almost "on" the dome, as it is in this image.

Ol' Homer agrees with you that the vantage point certainly would have been from north of the Bridge. On the other hand, it is possible that Mr. Stimmel used some artistic license in creating this piece. Early PHOTOSHOP if you catch my drift.

That's always a possibility with most artists, but I've noted over time that Stimmel's paintings are almost photographic in their nature.

Being from this area, he always seemed to have an historian's obsession with local detail.

This is getting more confusing, with the reference to 1951 on the drawing. 

The Record campus AND Tidewater Sand & Gravel (now Pep Boys) were both already landfilled by 1951. There was no stream outlet in 1951, and certainly not one deep enough to hold a boat.

If what you say is true, the only guess I could make is that maybe he was working from old photographs?
