It's actually built with an engine able to spout the water 25 feet high.  However, there was a design flaw by the architect, John Cohen.  He made the pool too small, so winds would blow the water out of the pool. There needs to be a certain radius from the spout for the pool size.  So they adjusted the height lower. It still blows out, so I guess they adjusted the height even lower
