Title: Tried to post last night

I have no way to reach the moderator. I drafted this fairly lengthy and articulate notice about the mayhem on Prospect avenue (road paving), went to preview and then I thought I saw a pop up window that said I wasn't allowed to post a new topic. If this is the case, why do you not explicitly say so on your splash page?  I would assume if I have a log on and password that I am registered. If there is some other method of registry that allows one to post, please direct me to where that is. Because again, it's not clear on your splash page.
