Gonna be one heck of a salvage job. According to the article, the sub is 312 feet long. Putting things in perspective, the distance from home plate along the right field foul line at Yankee Stadium is 314 feet.

Hekemian wouldn't have purchased the property without having it surveyed. The survey should have located anything growing along the property line such as the tree in question. If  the tree / trees are or were on Club property, so be it.  If the adjacent property owner disagrees with the survey, he can hire his own surveyor to survey that property line.
The type of tree is irrelevant to the situation . If they were wrongly removed, then the property owners either negotiate a settlement or go to court.

This is somewhat reminiscent of what happened about 45 years ago when the Prospect Avenue high rises were a topic of discussion. There was a similar concern that these new buildings would flood the school system with new enrolees. The City requested the Board of Education provide yearly enrollment statistics from Prospect Avenue .
The number of students generated from the Prospect Avenue buildings was found to be insignificant.
Results from the City's redevelopment efforts will probably be similar; but, the coordination between the City Council and the Board of Education is something that should not be neglected as the redevelopment efforts proceed.
