Looks like two new storm water pipes that have been capped until some new system comes into operation.
Definitely not sanitary because the State would never permit that.

As Ol' Homer downshifts his brain into second gear, 402 State Street was occupied by an establishment called the Ivy House until about 1976. The Ivy House had a somewhat dubious reputation ( at best) and thrived because it was off the so called beaten path.
After the Ivy House closed, the building stayed empty until sometime in the early 80's when the owners of the State Street Cafe sunk a whole lot of money into the building and opened the restaurant. The food was pretty good there; BUT, they couldn't make it there because they couldn't draw walk in traffic for lunch and it was too far for the Courthouse crowd. The location was also not conducive for the dinner crowd either.
To make a long story short, the Ivy House thrived because it was off the beaten path while the State Street Cafe died because it was off the beaten path.
'Nuff said.

I remember taking Mother Jones over there to The Social Security office in around 1980 and the man there told me that the road there in front of the office was being moved because the City made the man who was building those Court Plaza buildings move the road and build traffic lights so that people could get there safely. I guess they were right.

Ol' Homer's brain seems to recall that there was one club; but, two locations. One location was on what was formerly Morris Street which is now Sussex Street. It was behind the Breslin and Breslin building and is now a luncheonette.
The other location was just south of Route 80 near Vreeland Avenue.
The Morris Street location may have been the original location.

It has become fairly obvious that the Ling will not be an element in the Redevelopment of the Record property. Perhaps the "powers that be" in the site plan review process could suggest to the "redevelopers that be" that some sort of monument or plaque be placed on the site where the submarine now sits as a reminder of what had been a memorial to the Military in the City.
Just a thought.

If memory serves me correctly, they had a hard time bringing it up the River in the 1970's which leads me to believe that it will be  more difficult , if not impossible, to bring it back down the River in one piece. And then , of course, who would want it and who would pay to maintain it?

Forget the color saturation. Your mission tomorrow is to go back across the River and try to replicate the early photos from approximately the same location they were taken, only this time with the 2016 backgrounds.
That should be interesting.
