Where CSP-NJ  is concerned, it is apparent that a State and Federal Corruption Probe must be initiated, ongoing to nature the nature inappropriate business practice. One side of CSP-NJ is a non-profit corporation that is in direct association with a profit company which is involved with real; estate transactions. In cat CSP-NJ workers have contacted owners/agents and attained rentals for their clients in Hackensack. An array of scenarios pose a potential nightmare on many levels  with regard to rental property owners, developers, their personal assets, and dealings in the city of Hackensack, and certain interested entities. This is a triple dipping tax dollar extraction program that in my opinion benefits the officers and directors of CSP-NJ, their sister profit realty company, and inadvertently any agents, owners, or investors who rent, own, purchase, housing where the government pays (directly or indirectly) for the clients rental unit.

You only want to be right and you don't care aabo0ut the people who remember . I understand. So, Mr. Speciale (Baker) was not gunned down on Fair Street by Machine gun fire on the day of his daughter's wedding. During prohibition the bleach man "Bungalina" did not also deliver grain alcohol to be flavored and bottled at certain establishments. Have it your way. :)

I am glad you do not believe me because that's all the information you (and anybody) is going to get. We Italians/Irish/HJews (now Russians and Columbians) are responsible for the ideas that made Jersey great. The lottery was born of grocery stores and barber shops, with or without public telephones. What was illegal then was adopted by the State of New Jersey, and this state is patterned after the very same influence peddling that made American politics famous. I expect you to rely on the record to find the facts, because the facts were destroyed. Just as the Holy Roman Church lied and altered history, so has the library of congress. hehehehe  what a joke...

I had modified my post (above) BEFORE  I was aware that you replied. Please review again. Sorry :)..  The fact is is not all cancellations and shows are available online. Jerry Garcia  often stayed at a house in Bergenfield to unwind while in the area. I know, bcause I had a beer (actually three Molsen Ales)  with him, the band, and the folks who rented that house. You will not find that online. Just as not all tour dates are published in archives. I can tell you who played at Leon's in the 1940-50s that are super famous but you will never see that online. I was not there but my dentist was Dr. Birchard B Goodall, Jazz Musician Historian and Main Street Dentist. John Entwistle of the Who had come to a house in Hackensack because he liked a Sicilian lasagna and a certain selection of bass guitars. Jack Bruce autographed his prototype bass in Hackensack, but there is nothing online about that., as well. The Free South Africa concerts for the ANC (African National Congress)  were conceived in Hackensack starting in 1984 and the files were picked up by Sully Simlane (ANC) in Hackensack (2nd to Nelson Mandela, in charge of ANC United Nations Mission, while Mandela was incarcerated) and Sully had tea in Hackensack. Frank Sinatra and Sammy Davis were instrumental in applying behind the scenes pressure to help fell Aparthied. There are letters someplace. And why? Because I recall it. I also recall the marquis "Jimi Hendrix Experience"  just as I recall Jethro Tull, and Black Sabbath, but the only concerts I recall; actually going; to was Mountain and Cactus. Not everything is written in record, and that is the problem with history...  anyway I'll try and post some pics and proofs, but it's hardly important. I did not see him play. I did not ask my school mates. I did see the marquis and of this I am sure. I can tell you about a number of more recent troubling items, news items that were published but cannot be found on the internet.  Oh yes, and the late Jaco Pastorius gave his first bassn to a Hackensack resident, perhaps the most famous bass player in the world, as did Bill Wyman. Geoprge Benson, who cannot tell a lie also gave a Hackensack resident the six string Fender Bass on his album "Breezin." You wont find that online. Oh.. there was also a non-profit organization stationed in Hackensack that notarized the most famous bass players in the world as having their archives and memorabilia in Hackensack, including many basses. You will not find any of that online, because Hackensdack Politics made is a requisite to bury those horos as if they had never happened. And Rudy Van Gelder wants nothing to do with Hackensack, and does not want his name associated with it. I cannot say that I blame him.

Yes he did. Hendrix Mgt. struck a deal with FOX and in 1968 took an extensive tour of FOX Theaters thought the USA from September through November of 1968. Others who performed at the FOX: Santana; Mountain; Cactus; Black Sabbath; Manfred Mann; Jethro Tull; and a host of others, as I recall there were also many cancelled shows, including a rumor that the Rolling Stones were going to play but in that case the tickets were never sold.... I used to know folks who had a business in Hackensack and were friends with ushers at the Fillmore East. They always got the best seats and even backstage and after-parties.  There was a push on by these folks (originally from Ridgfield and and Cliffside Park) to get the word out that Hackensack was a great place to play, in hopes that Olive Tree, 6-7/8th and Prozys would do a bang up business like the shops around the Capital theater did. The owner of 6-7/8th was friends with Tim Bogert of the Vanilla Fudge who was later the bass player of Cactus.   They even tried to get Led Zeppelin to play I was at a party at the end of Oakdene Ave in in Cliffside park after the 2nd concert of Led Zeppelin show, and John Bonham and Jimmy Paige can by after the show as we all did. The back yard was the venue and was overlooking a the cliff.  My friend's wife owned a trucking company and was able to [procure the presence of some of the Band and large quantities of food from a caterer. Everyone went home to get their amps, and were trying too hard to get to jam with Zep before John could even set his drums up/ Jimmy was warming up sitting on a Fender Twin, and some clown came along with a dual; stack Marshall and tried to blow Jimmy away at high volume, and he sucked. Jimmy was a gentleman but the neighbors called the cops and dispersed the crowd of about 200 people who were filing in from the avenue a few blocks away. If it were kept a better secret or [people were not allowed to leave and come back Zep may have played at the Fox.

I remember school had started and I was in Junior High School. The Garage mod clothing store was still open and it closed in 1969. Robbies Music had just gotten in the paisley fender guitars, and Paul Capazzoli Drum studio was still in business. So I am guessing Sept 1968...?

Education requires funding but all the funding in the world will not balance the formula needed for excellence and a balanced economy in any administrative theatre.  Tenure must be reviewed every two years and the number of teachers reduced by attrition. Creativity, initiative, and excellence must be rewarded, and teachers who only make the mark should be encouraged to seek employment elsewhere. It is possible to reduce the amount of spending and increase the quality of education.  The "experts" do not see it because we were all brought up to believe that money and materials are the key to better education. It would seem that way, because we have come to learn that when school districts become corrupt and/or lacking in resources, the scores fall below and the system falls apart, but that is indicative of mismanagement.  Teachers who are there because it is a job and not a passion should be encourage to work in the private sector as tutors for advanced education, and I wonder how many would be very effective. . Education administrators and teachers have to be a special type of human being who can work with each other, the students, and parents and exude a confidence that brings out the best in human attributes.  Students and teachers have to be excited about building a better school with less. It is more challenging that a video game, and I believe that students and parents are the best integral part of an advancing growing system. This is what America means, that when things get tough we pull together to build more with less. This is the challenge for the next 10 years.

Gone are the music programs for strings and reeds; gone are the select languages: Spanish, Italian (Mandarin Chinese would be helpful) yet these programs that are proven to work best during the formative years, in building brain power, were never in place (K-2). They did exist as voluntary (aside from a language in later grades). Music study (even if vocal only) not only builds brain power and confidence, and a spirited participation, building personal and school spirit.

The school systems have been sucked into the influence of every vendor and professional sector that have not done much at all for education but only make administration more and more difficult. The systematic medication of children to fill the void of diciplinary and dietary problems at home is a mainstay of the pharmaceutical industry which has most "experts" believing it necessary. The vaccination requirement by the more profitable use of harmful preservatives is a double-dipping drain on private and public funds. The fix is natural preservatives and fresh temperature-controlled batches that would men more jobs in the pharmaceutical industry, but less profits for the majority holder and market shares. They say it is to make it more affordable... for them.  We did better with bigger classes and less teachers. We didn't use taxpayer dollars to buy electron microscopes and a computer for every desk. We were not allowed to use calculators for everything.

Can we still recite the pledge of allegiance line "one nation under God?" - ok then there is still hope.

You must understand that CSP-NJ wants to get people out of Homeless Shelters and into Group Homes which do not need a variance of license to operate. They can use A Federal court decision to force any group home into any neighborhood. Since they only want the best for their clients it makes sense they will chose the 1 and 2 family residential areas in Hackensack when those homes are available.

The Homeless you see on the street do not comply with the County Restrictions.  There are less homeless visible now all over Hackensack because of the NEW shelter.  The residents of Group homes do not have to be Bergen residents, and will likely bee people from rooming houses wherever they distribute flyers and where conditions are very bad.

Possible Formula - Profiteering from government and legal loopholes:

REALTOR: Group homes can be purchased by any private realty company. The Realty Company receives a real estate commission.
Any (Realtor, Buyer, Management Company, Contractor) any of whom can by law, also be officers, employees, partners, or associated with either CSP-NJ or  Butterfly Property Mgt.

BUYER: Theoretically, the buyer can be an investor associated in any way with CSP-NJ, or Butterfly Property Mgt. or another hidden collaborator,
using Federal and/or state grants and low interest loans. The buyer can also be the realtor.
The Buyer receives Rental Income directly or indirectly from Social Services, or cash or direct deposit from a monthly disability check, or/and each, and also Federal Grants, and loans.

MANAGEMENT MAINTENANCE: The management company can receive additional grants for management through HUD or other Government Agencies; The management company can also be the realtor, or an officer or employee of CSP-NJ.
THE MANAGEMENT COMPANY CAN ALLOW VOLUNTEER RESIDENTS TO DO MOST OF THE WORK - AND STILL RECEIVE FUNDING SO LONG AS IT IS DOCCUMENTED THAT IS IT DONE, and reasonable funds are used for Mgt Company man hours and supplies.



I have learned though reliable sources that CSP-NJ and it's Collaborative Realty Provider has plans to purchase Hackensack properties though undisclosed realtors. CSP-NJ and Community Enterprises (Formerly Butterfly Property Mgt) are gearing up to purchase large single and multifamily homes to convert to GROUP HOMES for the HOMELESS. Group homes do not require permits or variances. The ideal group home is in good condition and in a better neighborhood. A single bedroom in a group home that is well kept can realistically hold two to three twin size beds, in the case of older mansions  (a large 16 x 18 Bedroom) or a living-room, it can be used as a bedroom and be outfitted with four single beds.
There is no way to monitor housing applicants present is cash money is paid. Also a group home resident does not have to adhere to the same guidlines that the CFounty has recently placed on residents on the homeless shelter regarding panhandling, loitering, public drinking, etc.
It is impossible for housing inspectors  to keep track of how many persons are actually living in a group home due to transfers, and with a private agency registration or housing information which can be private.  A group home does not have to be under the Hackensack Housing Authority. 



Where there is a loan there will likely be one bank who will also benefit.

I would be in favor of a moratorium of medium and high density residential and commercial units over the entire hill area of Hackensack, with an emphasis to place such developments paralelle to Main street from River Street to State Street. And high density tower on the East side of River Street should incorporate a pedestrian/bicycle bridge, and two could be easily added to either side of the train overpass at River & Mercer.  That is an ideal location for a 24 story residential where the Record was located, and an acute care center where Circle Brake was located. Establishing high density mixed use there would make transportation grants possible to rethink that rail line.

I am proposing the enumerated points to the mayor and council in the form of a letter. After much discussion with many residents of the South Ward in both Spanish and English it has become clear that no-body wants an organization that operates using policies which places their children and woman at risk. Personally I feel that an unregulated business of this nature should not be anywhere in this city, and I am hoping the county, state, and perhaps federal government should do more.  The power however, does remain with the city and its residents to enact local requirements such as I mentioned below. The one problem for this area of the South Ward (near one Essex) South Ward is that most of these residents do not speak Enough English to have their concerns heard. However that is about to change and we Bi-lingual individuals realize that people should not be excluded from a voice because they speak only Spanish, Italian, or are poor. We are hoping to have the city put in a system of translation with mini-receivers and a second court reporter in Spanish to be available as more and more Hispanic and Italian residents take in interest in this city, because we will have a voice, and we should.

I am going to take the ball on this and hoping we could pass this around like a team. If anyone here has ideas that would help stop the problems of vagrancy, public drinking, panhandling IN GENERAL please either post your ideas or message me privately or join me on August 10th. Overall the is a problem regardless and there can be solutions if we all get together in a good way. Thanks.

I would like very much to stay on topic to clarify and extrapolate viable points about CSP-NJ and put into perspective my concerns about Hackensack.  First off, there is nothing more moving than a wake-up call akin to an artillery shell going off in close proximity to your camp. You realize the gun that fired it should be stopped or commandeered because it is about to be fortified and backed up with night drop of supplies and fresh troops. It's not longer about Lower or Upper Main Street, North or South Ward. It is about the entire city and it's fragile condition at the very bottom of the economy. It is about the stigma Hackensack has  throughout the county, and whole ethnic grous capable of revitalizing or adding to an economy.

I am not at odds with the Homeless, substance abusers, mentally ill, or CSP-NJ. I am at odds with the CSP-NJ system and their services and capabilities. I am also at odds with people who refuse to understand my points. The main point and other stand out points, should be self-evident.
While the provisions below are intended for public safety, they are also of use for counseling purposes so that their history and progress could be gauged and better served.

Also, while notice requirements for change of use, are to the property owners within 200 feet of the site, in cases which bring groups of individuals that can impact on the community, especially something of this nature; where, a wide  mix of individuals with histories of crime, drug abuse, and unspecified degrees/severity of mental illness may/exist; there should be a more thorough descriptive of the type of clientele they will attract.
CSP-NJ should produce a chart using anonymous data  that discloses what the degree and percentage of individuals have been; involved; effected; committed; convicted; of what illnesses or offenses, when. This information should be provided to the local authorities where the client (not anonymous) input data is verified with state. Then the anonymous statistics must be released to the community by way of owners and all tenants/mailing addresses, at the expense of the applicant - to all businesses and households within a 1000 foot radius, and should also be published in a public notice.

The community should have the right to speak their concerns and such concerns should be a higher consideration than what is allowed by Zoning/Planning law. The intent of any law is for the benefit of the public at large.

So what is the problem with CSP-NJ


1) CSP-NJ does not document their contacts by backing up their appointments and applications by requiring information which should include:

(a.) Positive Identification and information exchange - with a reporting to local, county, and state database, fopr crosschecking and current alerts.
(b.) disclosure of other programs they may have been involved in - to complete data base cross records, and to track the progress of an individual
(c.) an interview where an applicant must disclose the nature of their disability, crime, if they are on Megan's List, to denote the character and truthfulness of the individual, and to aid in providing information valuable to local and state data records.
(d) Taking a photo I.D. of all applicants to upgrade state database and provide local authorities a means by which to help identify  one of their clients should they be hospitalized, the victim of a crime, or a perpetrator of a crime.
(3) Acquire a list of last legal addresses from each applicant to better keep taxpayher dollare working for individuals who actually live in the communities they are sweeing services, and housing.

4) CSP-NJ should only distribute information about any given facility, theirs or others'  to local facilities.

5) The establishment of a group home by CSP-NJ's sister company, or any entity must be put before a zoning/Planing board and all residents within a 1000 foot radius must be notified by return receipt certified mail.

6) Require a handicap ramp access to any building and 40-inch doors so that the handicapped may have equal access.

7) Conduct a review of traffic patterns, devices, part of a thorough safety net to ensure that the site location is not a potential hazard for pedestrians and motorists.

8) The city of Hackensack should require an annual license and uphold these requirements (1-7) for any non-governmental, or non-medically certified entity; and that license and  such requirements must be applied to any new or existing entities of this nature.

This is not an attack non the civil liberties, nor it is a negative stigmatization of the wide array of persons to be classified as mentally ill by SAMSHA.
This is a method of preservation for the civil liberties of home and business owners; an aid to Mental Health Facilities; Law Enforcement; and a quality device for the very clients that CSP-NJ hopes to help rehabilitate.

To approve this application would not only cause irreversible immediate and long-term, complications for city residents, local business & their patrons, but also municipal services. Any additional tax revenues would be negated by remedial services. It is also poor planning on part of the applicant. The applicant should do a 1031 exchange and possible development deal for a location on Essex Near Railroad Ave., or along River Street in the  vicinity of Atlantic or Passaic Street.

Apology accepted and mirrored. I have always believed that clarifications are best done with a more gentile approach, and an understanding that we are all imperfect at the use of the English language. We often do not explain ourselves and our beliefs  as well as we may think, and emotions can run amok into further misunderstanding. Everyone wants to blame the other but the fact is, blame is better left to a progress of no-fault in the interest of resolution, and clarification. Many times, there are good people with good ideas who are often unable to express them in the best way, and that misunderstanding can lead to the loss of a solution.
