In cooperation with The New Jersey Army National Guard, the Tantaqua District scouts (Tigers, Cubs, Webelos, Scouts) have been given an opportunity to provide a piece of home for a deployed soldier.

Official Comments: none.

The Mayor announced a relief effort to help the flood victims of Haiti and the Dominican Republic.  Relief materials will be collected at the M&N Recreation Center on Sunday between 10-4.  Call the Recreation Center for more information.

Also, the Mayor and Council announced the opening of the River Street Tressel.   Dedication to be held Wednesday.

Public Comment Portion:  I thanked the council for the appointment as City Historian and invitemembers of the public to contact me should anyone wish to participate in the preservation of the city's history.  I applauded the efforts of the County Seat for their articles about city history.  I (and members of Council) congratulated the Blue and Gold Scholarship Committee on the completion of their new book entitled: Hackensack: A Pictoral History.

Eric Martindale commened the Board on its decision to appoint a city historian.  In addition, Mr. Martindale questioned the Council with respect to disappearing U.S. mailboxes all over the city. The Council responded that Post Office apparently cut down on the number of mail boxes as a cost saving measure.

Another resident questioned the Council on the recent article in The Record regarding increased city taxes due to rising health care costs.  The Council responed that the costs are due to an increase in the number of claims and the increase in the cost of the care itself which has increased sharply.  The city is apparently self-insured over a certain limit.

The same resident questioned the council with respect to the role and function of the Special Improvement District Director and suggested the need for more crosswalks between intersections on Main Street to increase the flow of shopper traffic.  Finally, the same resident wanted to know what the "logo" of the SID would be.  Both questions were directed to the SID Director.

COALITION FOR PUBLIC HEALTH & SAFETY
RECEIVES $20,000 CONTRIBUTION

(Carlstadt, NJ)  The Coalition for Public Health & Safety is pleased to advise that the Board of Chosen Freeholders of the County of Bergen, in its efforts at continuing its obligation to the safety and well being of all of its residents, has made an additional contribution of $20,000 to the Coalition.  This contribution has been made to assist the Coalition in payment of its remaining and subsequent legal fees with regard to the Coalition's battle for an environmental impact study of Teterboro Airport.  The contribution, made by Resolution No. 641, was passed unanimously at the May 19, 2004 Board of Chosen Freeholders meeting.

The Coalition for Public Health & Safety is a non profit organization comprised of 12 municipalities and the County of Bergen.  It was organized in an effort to address health concerns and safety issues emanating from Port Authority of NY & NJ's operation of Teterboro Airport in the middle of the most densely populated County of the State, and its impact on the quality of life issues for the surrounding residential communities.

The Coalition has brought litigation against the Port Authority of NY & NJ in Federal District Court seeking an environmental impact study of Teterboro Airport.  In September 2003, through the efforts of the Governor and Legislative Delegation, the Port Authority of NY & NJ contributed $300,000 and the NJ Meadowlands Commission contributed $150,000 toward conducting an environmental impact study of Teterboro Airport.  

Environ Corporation, who performed the initial 2 day sampling in June 2001, will conduct the study and the New Jersey Department of Environmental Protection will oversee the study.  It is anticipated that the study will begin some time within the next two months.

7.   Resolution #126: Authorization of Library Grant Agreement. ($61,000 - not city funds). The city must authorize the receipt of a grant.  

8.   Resolution #127: Authorization to Award Emergency Contract and Place Miscellaneous Tax Lien.  (This pertains to 222 Clinton Avenue - the home that was destroyed by fire.  The city paid $42,000 to have the home destroyed due to the danger it posed to the surrounding properties.  The city paid the demolition contractor and will seek to recoup this money from the homeowner or its insurance company.  

9.   Resolution #128: Authorization to Execute Grant Documents - Hazardous Discharge Site Remediation.  (This pertains to the former Odessey Auto Body Works on Railroad  Avenue near Target.  The city will consult with a remediation company to determine the nature and extent of contamination on the site before it decides to condemn the property.  This is part of the Brownfields program.

10.   Resolution #129: Professional Service - Ferraioli, Wielkotz, Cerullo & Cuva, PA. (Routine - Accounting firm for city).

11.   Resolution #130: Authorization of Refunds from Escrow Deposit Account. (Routine).

13.   Resolution #132:  Emergency appropriation for collapsed sewer line at 420 Washington. ($3,778).

Mr. Eric Martindale alerted the council to an article that appeared in "Parade" concerning the "homeless".  Click here to read the quote. (scoll to last message)

Mr. Philip Roberts again questioned the council on the S. Goldberg Property (proposed County DPW/Police HQ site) and asked who would pay for enhancements to the surrounding sewer system if changes were necessary on River Street as a result of the proposed new construction.  Generally, the council thought the question was premature but one councilman opined that the burden would most likely rest with the County.  

Another resident questioned what the city was currently doing with respect to installing wheelchair accessible curb-ramps throughout the city.  The city manager advised that no ramps were currently being installed.  Click here for more information.  The same resident also requested that the city do more to force homeowners to repair uneven and cracked sidewalks throughout the city.

Hackensack Discussion / Segregation in Hackensack Schools?

The following quote appeared in a recent Record article:

By 1981, 80 school districts were under desegregation orders, according to Marcellus Smith, a consultant to the state Department of Education and its former lead desegregation expert. Today, 38 districts remain under the order, including Hackensack, Englewood, Paterson, and Passaic. Other districts such as Teaneck have met state guidelines to reduce racial isolation.

Does anyone know why Hackensack was included in the order?  What does the order decree?

Hackensack Discussion / Zoning Board Meeting Results 5/19/04

The following is an abbreviated Zoning Board docket for May 19, 2004 at 7:30, City Hall, 65 Central.  Results appear in italics.  

1. Roll Call

5. 240 Jackson Avenue: Louisa Lorenco.  Applicant requests to subdived the existing property which is a nonconforming structure and construct a 2 family dwelling.  Use variance is required because the subdivision would result in the expansion of a nonconformity.

Results:  Denied, despite a very persuasive argument on behalf of the applicant.  This site was formerly Michael's Market.

There was simply too much opposition from the the public in the Jackson Avenue community.  More than 20 people appeared against it and about 5 people spoke out.

Largely, opposition related to parking issues.  Although the revised plan included parking on site, (3 or 4 spaces), photographs brought by one member of the public led at least one board member to question the feasibility of the plan as proposed.  

The applicant had argued that the existing use on the property required no parking at all, and the new proposal made sense because half of the lot would be purely conforming.  

Concerns persisted however, that the site would ultimately expand the nonconforming use by increasing business, and thus traffic, in the neighborhood.  Moreover, the proposed residential portion would contain 5 bedrooms, as opposed to two currently.  Arguably, each bedroom would mean a potential car.

This application was argued for about two hours, causing many of the other applications to be postponed.

6. 35 E. Broadway: Rafeal Paniagua and Juan Baez.  Applicant seeks to demolish the existing dwelling and construct a new two family dwelling.   Generally, applicant's lot size is to small and a variance is requested.  

Result:  I left before this was heard.  Someone please let me know.

7.  383 Central Avenue:  Marie Charlier - Applicant request to construct a 20x22 addition to the rear of the existing dwelling. Generally, setbacks are deficient and variances are requested.

Result: Adjourned.

8. 50 Jay Street: Savouglou - Applicant requests to convert the existing one familiy to a two family dwelling.  Generally, setbacks are deficient and variances are requested.  

Result: Adjourned.

9. 315 Second Street:  Applicant, V&V Realty, c/o Nick Sekas, Esq., seeks to install a 5' x 24' sign.  Code maximum size is two sq. feet.  Proposed sign is 120 Sq. Ft.

Result: Adjourned.

10.  164 Pine:  Victor Chuqui.  Applicant requests to building a 25 x 15 addition to the rear of the existing dwelling.  Generally, setbacks are deficient and variances are requested.  Land coverage amounts are exceeded.

Result: Adjourned.

11.  100 Polifly Road: Omnipoint Communications.  Applicant request to install 12 communication antennas and three equipment cabinents.  This is not allowed by code in the R-3B district.  Antennas are also higher than maximun of 55'.  These are 70'.  Applicant needs variance.

Result: Adjourned.

12.  873 Main:  Omnipoint:  Same as a 11, above, but on Main Street.

Result: Adjourned.

13. 11 East Anderson:  Enterprise Car Rental.  Applicant wants to convert existing business to a rental car facility.  Needs a use variance.  Setbacks are deficient, sq. footage is deficient.  Several variance are needed.
