Marilyn responds:

Maybe we need a new word for you, U.J.  How about unresponsible?  It is more accurate and less derogatory.  Anyway, given your lifestyle, it's better for everyone if you don't take on duties that you are unwilling to perform or obligations that you cannot discharge.  I'm glad that you're happy, but I suggest that you work to put something away for a rainy day.  And in your case, I mean that literally.

7.   Resolution #126: Authorization of Library Grant Agreement. ($61,000 - not city funds). The city must authorize the receipt of a grant.  

8.   Resolution #127: Authorization to Award Emergency Contract and Place Miscellaneous Tax Lien.  (This pertains to 222 Clinton Avenue - the home that was destroyed by fire.  The city paid $42,000 to have the home destroyed due to the danger it posed to the surrounding properties.  The city paid the demolition contractor and will seek to recoup this money from the homeowner or its insurance company.  

9.   Resolution #128: Authorization to Execute Grant Documents - Hazardous Discharge Site Remediation.  (This pertains to the former Odessey Auto Body Works on Railroad  Avenue near Target.  The city will consult with a remediation company to determine the nature and extent of contamination on the site before it decides to condemn the property.  This is part of the Brownfields program.

Public Comment Portion:

Mr. Eric Martindale alerted the council to an article that appeared in "Parade" concerning the "homeless".  Click here to read the quote. (scoll to last message)

Mr. Philip Roberts again questioned the council on the S. Goldberg Property (proposed County DPW/Police HQ site) and asked who would pay for enhancements to the surrounding sewer system if changes were necessary on River Street as a result of the proposed new construction.  Generally, the council thought the question was premature but one councilman opined that the burden would most likely rest with the County.  

Another resident questioned what the city was currently doing with respect to installing wheelchair accessible curb-ramps throughout the city.  The city manager advised that no ramps were currently being installed.  Click here for more information.  The same resident also requested that the city do more to force homeowners to repair uneven and cracked sidewalks throughout the city.    

I addressed the council seeking clarification of certain resolutions, above.

Hackensack Discussion / Segregation in Hackensack Schools?

The following quote appeared in a recent Record article:

By 1981, 80 school districts were under desegregation orders, according to Marcellus Smith, a consultant to the state Department of Education and its former lead desegregation expert. Today, 38 districts remain under the order, including Hackensack, Englewood, Paterson, and Passaic. Other districts such as Teaneck have met state guidelines to reduce racial isolation.

Does anyone know why Hackensack was included in the order?  What does the order decree?

Hackensack Discussion / Zoning Board Meeting Results 5/19/04

The following is an abbreviated Zoning Board docket for May 19, 2004 at 7:30, City Hall, 65 Central.  Results appear in italics.  

1. Roll Call

5. 240 Jackson Avenue: Louisa Lorenco.  Applicant requests to subdived the existing property which is a nonconforming structure and construct a 2 family dwelling.  Use variance is required because the subdivision would result in the expansion of a nonconformity.

Results:  Denied, despite a very persuasive argument on behalf of the applicant.  This site was formerly Michael's Market.

There was simply too much opposition from the the public in the Jackson Avenue community.  More than 20 people appeared against it and about 5 people spoke out.

Largely, opposition related to parking issues.  Although the revised plan included parking on site, (3 or 4 spaces), photographs brought by one member of the public led at least one board member to question the feasibility of the plan as proposed.  

The applicant had argued that the existing use on the property required no parking at all, and the new proposal made sense because half of the lot would be purely conforming.  

Concerns persisted however, that the site would ultimately expand the nonconforming use by increasing business, and thus traffic, in the neighborhood.  Moreover, the proposed residential portion would contain 5 bedrooms, as opposed to two currently.  Arguably, each bedroom would mean a potential car.

This application was argued for about two hours, causing many of the other applications to be postponed.

6. 35 E. Broadway: Rafeal Paniagua and Juan Baez.  Applicant seeks to demolish the existing dwelling and construct a new two family dwelling.   Generally, applicant's lot size is to small and a variance is requested.  

Result:  I left before this was heard.  Someone please let me know.

7.  383 Central Avenue:  Marie Charlier - Applicant request to construct a 20x22 addition to the rear of the existing dwelling. Generally, setbacks are deficient and variances are requested.

Result: Adjourned.

8. 50 Jay Street: Savouglou - Applicant requests to convert the existing one familiy to a two family dwelling.  Generally, setbacks are deficient and variances are requested.

Ten Cities Initiative - The Ten Cities Initiative is designed to establish Urban Forestry Programs in some of NJ’s most tree challenged communities. This project is working with seven communities (Garfield, Plainfield, Union City, Jersey City, Hackensack, Passaic and Keansburg) to develop a community forestry management plan, train local residents and city officials, establish a tree commission, and coordinate a tree planting or educational event.

I also note in the "Hackensack Community Link" newsletter (Fall 03), it reads:

I was at the carnival before any disturbance took place.  I noticed about 4 Hackensack "Special Police" on the premises.  Are "special police" also called "auxilary police"?  

I did not find any mention of the "riot" in The Record.

December 24, 2003:

Call it Anthony Carrino’s Christmas gift to the City of Hackensack. A long-awaiting groundbreaking has finally occurred on the most lavish and upscale apartment building ever proposed in the vicinity of downtown Hackensack. Seven worn-out two-family homes lie in various stages of spectacular ruin as demolition continues at the southwest corner of Union and Sussex Streets, just north of Essex Street.

The project was originally approved in the Spring of 2002 by the city’s Zoning Board of Adjustment, which then granted an extension a year later. Although the Master Plan recommends multi-unit development, the antiquated zoning code still technically calls for two-family zoning at the site. The city is planning to adopt an ordinance which will bring the zoning code into conformity with the Master Plan. The entire length of Union Street is expected to be rezoned for 5-story multi-unit development.

Carrino’s new 5-story building will house approximately 40 spacious 2-bedroom units. The units are expected to be high-rent apartments attracting households earning in the $100,000 per year range. The targeted market is young professional couples as well as empty-nester households. The project is one block west of the Court Plaza office complex, and an easy 1.5 block walk to the Essex Street train station. There will be a 25-foot setback from the curb, and 15 feet of landscaping around the side and rear perimeter. Thanks to the diligence of the board members, the building will have a detailed architectural façade (mostly brick) and a peaked roof. "The only comparable building in Hackensack is the new condo complex at Clinton Place and Grand Avenue, but the Clinton Place building has less extensive landscaping and smaller units", said Eric Martindale, a community activist who regularly attends board meetings. Martindale, who said he testified in favor of the project at the hearings, said it will be the first building on the east side of Hackensack of comparable quality to Prospect Avenue.

City officials are optimistic that the new development will mark a turning point for Union Street. Earlier in December, the city Planning Board approved 19 units at the southwest corner of Union Street and Central Avenue, and groundbreaking occurred on an 8-story tower at State and Clay Streets. Several more projects are in planning stages.

Question was raised the proposed home may be in a flood zone.  FEMA maps indicated that it is not.  Originally the home was over-sized for the lot, but the applicant reduced the size to 1224 sq. ft.   One member of the public commented that there may not be adequate access for fire trucks, to which a board member (and fire department official) addressed, indicating the new road actually increases access in that area.

Approved, despite 3 members of the public seeking to have the application denied.  Residents cited noise problems, traffic congestion, fire truck access, unsightlyness, etc.  Board members responed that the site is zoned for light industrial use, including the proposed construction warehouse.  Apparently the warehouse will only accommodate 2 of the 5 vehicles currently stored on the open lot.  Residents argued that while there are landscaping yards in the neighborhood, there are no construction yards with heavy equipment and the neighborhood has be improving, moving away from light industrial.  The applicant argued that some coverage of the existing equipment is better than none at all.  The application was approved with two board members voting against it.
