It looks like an impaled Midas muffler with a brush stuck in it.
Does anyone know what it is or what it represents?

My guess would be a rolled up scroll and a quill pen. More appropriate for a library than a muffler although that is what it looks like....perhaps the muffler is a sign of the need for quiet by those who enter here ;D

I'll go with the scroll and pen.
Does anybody know Maureen Taffe the former library director? She would certainly know.

I contacted the person in charge of Library Grounds. She's looking into it.
I googled images of weathervanes from that time period and didn't find anything that even resembled it. At first, I thought it was an arrow since most weathervanes have arrows. Looking again, feather pen and scroll is a good interpretation.
