Looks like Euclid Ave.  between Prospect and Clarendon north side of street.

Probably somewhere in that area. Maybe our City Historian can take a gander at his records and see who Fisher was which would possibly answer the question.

Yep.  Still there.  Across the street from me.  I've printed the information and will leave it for my neighbor. 

I don't think "Fisher" refers to a person, but actual fishermen cottages.  Do a Google image search and you'll see the resemblance.

The Architect, Wesley Sherwood Bessell is recognized: Architectural Record, Bessell

He also designed a part or all of Christ Church on State Street.
