Hackensack bans smoking in public parks

The Record
HACKENSACK – Smoking will no longer be permitted in city parks and recreation areas under an ordinance adopted Tuesday.
The measure, which the City Council approved unanimously, also bans smoking within 35 feet of all municipal buildings.
The smoking ban covers cigars, cigarettes and pipes, as well as the "inhaling or exhaling of smoke or vapor from an electronic smoking device."

I wonder if this includes Marijuana. I hope so. And would it be binding if NJ legalized it.

Even if NJ legalized marijuana, it would seem that it would still be binding. Cigarettes are legal and they are banned.

Why is it a smart move to include e-cigs? Have you ever been around somone who smoked them? They make almost no smell and it almost immediately disspiates, and that's indoors.
What public benefit is served by including e-cigs?
